Tenzin Dolkar (Dolkar) is a climate program officer for the McKnight Foundation, a place-based private philanthropy in Minnesota where she works to shape and guide the trajectory of the Foundation’s climate initiatives. She oversees and develops grant portfolios that support efforts to build power through partnership, aligning McKnight’s climate and equity goals. Previously, she served as the State of Minnesota’s Rail Director and chaired Minnesota’s Rail Council and led the inter-agency rail portfolios. Prior to that Dolkar was the policy advisor on transportation for Governor Mark Dayton where she led and negotiated transportation and transit funding, wrote the State of Minnesota’s executive order on connected and autonomous vehicles, and developed policies for transportation network companies’ entry into Minnesota. Dolkar serves as a council member on the MN Metropolitan Council, a regional government that guides the strategic growth of the metro area, invests in metro area transportation infrastructure, and provides transit.
