Phillip leads transportation electrification programs for Peninsula Clean Energy, the community-led clean energy provider for San Mateo County and the city of Los Banos, California. These programs include PCE's award-winning EV charging program, which has installed over 1,000 chargers, mostly at multi-family housing, as well EV rebates, government fleet assistance, smart charging pilots, and infrastructure innovation. Prior to Peninsula Clean Energy, Phillip was the fleet manager for Alameda County and oversaw its EV implementation plan.
